Note that this barely used tag redefines delivery=* with values delivery=yes, delivery=no, delivery=only has extremely dubious utility. It is not recommended to use it.
If 
Mail_order is offered by a shop and they don't got an own delivery service add delivery=yes as usually.
In extremely rare cases for such object single mapper (or tiny group of mappers) used delivery=shipment instead. Usually the shipment is done via an amenity=post_office or office=logistics.
May be the case for any shop type.
