The tag ramsar=yes has been used to specify that an area is protected by the Ramsar agreement
Ramsar sites are wetland wildlife conservation areas nominated by states parties to the 
convention signed at Ramsar, Iran in 1971.
While these are sometimes been mapped with * natural=wetland and ramsar=yes, it is more common to map protected areas with boundary=protected_area or leisure=nature_reserve. The tag natural=wetland should only be used on the physical areas of wetland, not limited to the boundaries of the protected wetland area: the physical wetland may be larger or smaller.
