The tag living_street=yes is used by some mappers to mark streets where pedestrians are superior to vehicles as defined in traffic rules. It was based on a proposal from 2009, after the more common tag highway=living_street had been approved.

It is mainly used in Russia, Belarus and Germany with highway=service. Sometimes it is used with highway=residential, in which case it is a synonym for highway=living_street.

The tag marks a road that has a different (lower) classification than highway=living_street, yet the living street traffic rules apply. Because of this paradox, it is considered a Trolltag by some, as the subtag living_street=yes appears to contradict the main tag highway=not living_street. Hence, it can be recommended to simply use highway=living_street, unless it is really clear that the combination of highway=service and living_street=yes is better in the particular situation.
